Staffing ratios are governed by statutory standards. Under the Code of Practice for Residential Care Homes (Elderly Persons) (Schedule 1 to Cap.459, June 2024 revision), the following apply to high-care places:
- Daytime (06:00-22:00): 1 care worker for 20 older persons on that shift.
- Other periods: 1 care staff member for 40 older persons.
- Health worker: 1 health worker for 30 older persons (1 nurse is counted as equivalent to 2 health workers).
Note that from 16 June 2026, the ratios for nurses and health workers will be further enhanced in phases, with another enhancement from 16 June 2028.
In addition, homes joining the Enhanced Bought Place Scheme (EBPS) at EA1 level must meet higher standards: 42 staff members for every 100 beds, including 5 nurses. The monthly fee under government subsidy is HK$1,763.
When visiting a care home, ask directly how many staff are on duty and compare the answer with the standards above.
