The Central Waiting List (CWL) only accepts referral applications. Older persons cannot apply directly and must be referred by a designated service unit.
Referral channels that can help include:
- Medical Social Services Units
- Integrated Family Service Centres
- Elderly service units (District/Neighbourhood Elderly Centres)
Before formally joining the queue, the older person must first complete the Single Assessment Mechanism for Elderly Services (SCNAMES). The assessment is free of charge, and the result is valid for 12 months. The assessment is conducted through a home visit. Assessors include social workers, nurses, occupational therapists, and physiotherapists, using the interRAI Home Care 9.3 assessment tool (updated in July 2021).
