The Residential Care Service Voucher (RCSV) allows eligible older persons to choose recognised residential care home services themselves. From 1 April 2026, the voucher values are:
- Care-and-attention home (C&A home): HK$17,015/month
- Nursing home: HK$21,982/month
Older persons must make co-payments across 8 levels (Levels 0 to 7) according to their personal assets, at 0%, 10%, 20%, 30%, 40%, 50%, 62.5% and 75% respectively. The personal asset limits are: HK$582,000 for Levels 1 to 6; HK$55,000 for Level 0; and no upper limit for Level 7. The assessment counts only the older person""�s personal assets, not the assets of family members living with them.
Eligibility and application procedures are:
- Eligibility -- the applicant must have completed the Standardised Care Need Assessment Mechanism for Elderly Services, be on the Central Waiting List, and not yet have been allocated a subsidised place.
- Application -- submit the completed form by post, or through the """Elderly Service Voucher Information System"""; approval takes about 8 weeks.
- Choosing a home -- after approval, the applicant may choose admission from recognised service providers (243 in total).
- Cap on additional self-paid fees -- the additional fees a home may charge are capped at 150% of the voucher value.
